Phase I Environmental Site Assessments

InControl Technologies has conducted numerous Phase I Environmental Site Assessments since its founding in 1997 to help property developers buy and sell parcels of land with a better understanding of the liabilities that are being transferred.  The program includes a phased approach to the standard ASTM Environmental Site Assessment.

  1. Define the areas and what levels of risk the owner/developer is willing to accept.
  2. Focus on answering or addressing the concerns that the developer wants to control.

For example, one property developer might not want dry cleaning establishments on the property due to the high probability of contamination from the dry cleaning equipment. Therefore, prior to beginning the comprehensive Phase I ESA, City Directory records are searched along with the RCRIS database to determine if a dry cleaning operator once occupied the property. This way, for minimal expense, the property developer knows up front whether this would be a high-risk site under his risk management program.

Our Phase I Environmental Site Assessments can range from a scaled down version of the ASTM standards to more complete evaluations including very limited sampling to confirm or deny the possible presence of contamination. We have developed a checklist that is completed by the client to define their desired scope, thereby completing only the extent of study that is necessary to meet the client’s needs. We  follow the latest ASTM E1527 standards.
